When an agent asked for permission to run a command while it finished up after its pull request was merged, Obeya could take the card for an open pull request again and merge it a second time. The permission question then vanished from the card while the agent still waited for the answer, so the card showed as working without doing anything. Now a card whose pull request is merged is left alone, the question stays until it is answered, and a permission still open when a pull request is merged or closed is declined with the reason, so the agent carries on.
A merged pull request no longer leaves its card stuck
