Obeya hands machine work to an agent instead of refusing

Ask Obeya's main chat for something outside your repositories, like creating a new repository or installing a tool, and it now makes a task for it, and that task's agent does the work. Before, it said it couldn't, told you to run the git commands yourself and offered to report the request as a wish. That was the wrong answer, because a task's agent has a shell on the machine and can do this kind of work right away once you allow it. One gap is still open: when you ask for a repository plus a matching canvas, Obeya doesn't yet add the canvas by itself once the repository exists.
