While prototypes of an idea are still being built, there is usually nothing for the owner to decide. Until now, any reply from the idea's agent still marked the idea as "your turn" and counted it as waiting for the owner. Now the idea keeps waiting for its prototypes, and only a reply that asks the owner something, or the agent's reply to the last prototype's result, makes it their turn.
