Projects can keep their plan docs in a folder outside the repository, where an agent ticks its workstream off right away, before anything lands. A card stopped after that used to look finished: it showed as live, gave up its workspace and no longer offered to start again. Now it stays stopped with its workspace and can be started again. It counts as live only once its work has actually landed.
