“Archive finished tasks” counts only what it archives

The archive's button for archiving all finished tasks at once counted every finished task, including one whose agent was still wrapping up after its change had landed (closing a GitHub issue, say). The click left that task alone, so the button could offer a task and then do nothing. It now counts exactly the tasks a click archives, and a task joins the count once its agent is done.
